City council is about to begin deliberations on the 2010 budget.
Aldermen will be debating ways to keep the proposed tax increase to 4.8 % next year.
However, Alderman Gord Lowe says possible add-ons could boost the increase by another percentage point.
He says there's also the Calgary Parking Authority issue, since rejection of its plans to boost fines could result in a $2 Million shortfall.
He says the budget is already a very fine balance and it won't be easy to fund every program.
